GETTING PLANS OFF THE GROUND
Good results come from those who plan and put into practice what was previously on paper. Examples of this are the municipalities of Lages, Correia Pinto and Otacílio Costa. Since 2021, all three have taken part in the Municipal Management Support Program, developed by Klabin in partnership with the Interação Urbana consultancy. Through consultancy and knowledge of different management tools, they are making projects come true that improve the lives of the municipalities' population.
In Lages, gains can be seen in the health area. With the support of the program, the team began to collect and organize data on the services provided in an online indicator panel and, based on this, generate action plans. The professionals identified, for example, that more than 70% of the cases received at the Emergency Care Unit (UPA) were not urgent, a situation which overloaded the unit and increased the waiting time for those who needed immediate assistance. To solve the problem, the team set up the Saúde na Mão Lages telemedicine service. The aim is to offer patients an initial assessment, with guidance from health professionals at any time and place. To access the service, simply download the Saúde na Mão Lages app on your smartphone. The initiative has been successful and currently records around 2,000 consultations per month.

Another achievement is the reduction in examination times. "The wait used to be 40 months for colonoscopy and 32 for endoscopy. With the monitoring of indicators, planning and coordination, we don't have a diagnostic test queue of more than 40 days in the municipality," says Claiton Camargo de Souza, Health Secretary.
One result of Municipal Management Support in Correia Pinto was the structuring of the Casa do Empreendedor (Entrepreneur's House) project, an initiative of the Department of Finance and Economic Development that brings together important bodies and institutions for companies of all sizes in the same space.
As well as resolving bureaucratic issues on the spot, entrepreneurs have access to training opportunities. The program has also contributed to monitoring indexes, to the municipality's accounting and to strengthening the analytical eye of managers. "They bring us figures to compare, for us to study, to think about projecting the future in a more macro view of the economy", explains Éder Mesquita, the municipality's Secretary of Finance and Economic Development.
As for the Otacílio Costa administration department, the consultancies were important for balancing accounts and prioritizing actions. As a result, it was possible to build a new school with capacity for 400 students and to pave streets. The team is also working on modernizing the master plan, which guides the city's growth for the coming years, and implementing an industrial area.
"So far we've managed to attract eight companies from different segments that don't compete with our city's vocation, which is wood, and we've relocated another 14 to the new space. These are companies that will contribute to income generation and the growth of our city," says Luiz Carlos Marchiori, Otacílio Costa's Secretary of Administration.
Understand how Municipal Management Support works
The program offers municipal managers free technical consultancy in the areas of administration, taxes, education, health, social assistance and infrastructure. It involves all the secretariats and adopts a participatory methodology, as the idea is for everyone to build together. The process is divided into four main stages:
DIAGNOSIS: An assessment is made of the situation in each area of government.
PLANNING: It's time to define priority actions, targets, resources and deadlines.
MONITORING: Here, management must define indicators that will reflect the progress of actions and monitor these indices to see if everything is going according to plan.
RESULTS: The focus is on balancing public accounts, reducing spending and optimizing the use of resources.
The initiative was launched in Santa Catarina in 2021 and serves the municipalities of Correia Pinto, Lages and Otacílio Costa.
